Understanding Urban Renewal: Pinuy Binuy in Israel

Understanding Real Estate Terms: Urban Renewal - Evacuation and Construction

Pinuy Binuy
פינוי בינוי

Pinuy Binuy is a major urban renewal program in Israel that involves the demolition of an entire outdated residential building and its replacement with a brand-new, larger, and more modern one.

How It Works

  • Agreement: Residents of an old building are approached by and sign a contract with a developer.
  • Demolition & Relocation: The developer demolishes the old building and the current residents relocate while the developer usually covers rent in their new residence until the completion of the construction period. Other benefits are negotiable including having one’s moving costs to and from the apartment paid for. Seniors above a certain age may have additional accommodations as well.
  • Reconstruction: A new, code-compliant building is constructed usually with additional floors added.
  • Return: Original residents move back into a brand-new, significantly larger apartment (including a Mamad – ממ”ד – Safe Room) in the new building at no cost to them for the construction.

Timeline & Challenges

Pinuy Binuy projects are a long-term commitment, typically taking 7-10 years from the initial resident meeting to move-in. This lengthy time frame is due to:

  • Municipal Regulations: Extensive processes involving rezoning, obtaining multiple permits, and conducting environmental and traffic studies. These projects fall under comprehensive Tochniot Hitchadshut Ironit – תוכניות התחדשות עירונית – Urban Renewal Plans, which require detailed governmental and municipal approvals.
  • Legal & Consent Issues: A significant hurdle is securing the high percentage of resident consent required by law (often 80% or more, stipulated in the Israeli Planning and Building Law). Even a small minority of dissenting residents can cause substantial delays, sometimes leading to court interventions.
  • Developer Issues: Project progress can stall if there are shifts in the real estate market or if the development company faces financial instability.
  • Construction Duration: The actual process of demolishing and rebuilding a large structure is inherently time-consuming.

Expected Impact of a Pinuy Binuy Project

The Apartment Owner

  • Receives a larger, modern, and safer apartment with new amenities (e.g., safe room, elevator, parking).
  • Benefits from a much higher resale value for their upgraded property.
  • While construction is at no cost, owners should anticipate higher ongoing expenses such as increased Arnona – ארנונה – municipal property tax and Va’ad Bayit – וועד בית – building management fees for their new, larger, and more luxurious apartment.

A Renter

  • Must vacate the building when it’s demolished.
  • If they wish to return after construction, they will likely face significantly higher rent for the new, larger units.

Developer

  • Developers make a profit by selling the new apartments they build on the new floors added.

The City/Community

  • Benefits from increased housing density, which helps address housing shortages.
  • Often sees improved local infrastructure as developers may be required to upgrade roads, public spaces, and community facilities as part of the project.
  • Contributes to the revitalization of older neighborhoods, enhancing urban fabric and safety.

Summary

Pinuy Binuy is not a quick solution. It requires patience and flexibility to relocate for several years. However, for those who can manage with the time frame, the eventual reward of a modern, high-value apartment and a revitalized living environment can be extremely worthwhile.
