This guide explains the basic steps for registering for Dmei Avtala - דמי אבטלה - unemployment benefits in Israel. It is intended for Olim who have stopped working and want to understand how to register with the Sherut HaTa’asuka – Israeli Employment Service – שירות התעסוקה – and submit a claim to Bituach Leumi – ביטוח לאומי – the National Insurance Institute, according to official guidelines.

Following a joint project of Bituach Leumi and the Sherut HaT’asuka, you can now submit one unified online application (Hebrew) that sends your details to both bodies at the same time. You can also access the form via your MyGov account.
Even if you use the unified form, you must still visit a Lishka office to complete the process and appear in person within 15 days of submission to complete your registration as a jobseeker.
Please note that your ongoing visits and attendance at the Lishka is what Bituach Leumi uses to calculate the number of payable unemployment days.
To receive unemployment benefits, you must continue to report regularly at the Sherut HaTa’asuka, as noted above
In emergency situations (for example, during large-scale security events), the Sherut may publish special guidelines, including temporary exemptions from physical attendance, while preserving rights according to official announcements.
